I didn't have access to that folder nor the ability to change permissions through windows explorer, but I was able to do whatever I want including overwriting files and successfully changing my background image! You have to "take ownership" of the folder in Windows and you can edit files then. I had to take ownership of the SystemData folder. Thank you! This is the right answer.
